What is a Wholesale Distribution Authorisation (WDA)?

Being in possession of a Wholesale Distribution Authorisation (WDA) – the terminology in the EU 2013/C 343/01 guideline – is a legal requirement for any company involved in the procurement, storage, or distribution of human or veterinary medicines in the UK.

WDAs are issued by the Medicines and Healthcare products Regulatory Agency (MHRA), the UK’s Competent Authority responsible for ensuring the quality, safety, and efficacy of medicines.

You may also hear a WDA referred to as a:

• Wholesale Distribution Licence
• Wholesale Dealer’s Authorisation
• Wholesale Dealer’s Licence (how it is written in UK Law)
• or previously, a Wholesale Dealer’s Licence (WDL/WL)

Historically, the WDL allowed for the supply of General Sales List (GSL) medicines, while the WL was a full wholesale licence.

The requirement to have a WDA is to ensure that medicines are handled in accordance with Good Distribution Practice (GDP) guidelines and National law, thus maintaining their quality and integrity throughout the supply chain.
There are different types of WDA available depending on the nature and scope of the distribution activities. For example, a WDA (H) is for medicines for human use, and a WDA (V) is for medicines for veterinary use.

Compliance with GDP guidelines and National law helps prevent falsified, counterfeit, substandard or unauthorised products from reaching patients and safeguards public health.

Do I need a WDA (H)?

You need a WDA (H) if your organisation procures, stores, or supplies medicines to anyone other than the end patient.

This includes:

• Wholesalers and distributors
• Importers and exporters
• Companies supplying other businesses or healthcare providers
• Charities involved in medicine supply, including receiving (part of procurement) or giving donations (part of supply) of medicinal product

Pharmacies and online retailers supplying medicines directly to patients do not need a WDA if the supply is for less than a three-month personal use quantity.

Brokers, however, require a broker registration which allows them to negotiate trades but not buy, sell, or hold products.

There are two main types of WDAs:

• WDA (H) – for human medicines
• WDA (V) – for veterinary medicines

Each authorisation may include specific conditions or restrictions, such as permitted product types, licence status (e.g., licensed or unlicensed medicines, narcotic and psychotropic, or biologicals), import or export activities.

How to Apply for a Licence

1. Complete the online application form via the MHRA PCL Portal: pclportal.mhra.gov.uk

3. Declare that your site is fully compliant and inspection-ready

The MHRA lists the processing time as 90 days, though during high-volume periods, this may extend to 90 working days, which is around four and a half months.

To be successful in your WDA (H) application, you will need to be able to demonstrate full compliance with the Human Medicines Regulations (2012), GDP principles and guidelines which cover the quality system, personnel, premises and equipment, documentation, operations, complaints, recalls, returns, falsified medicines, outsourced activities, self-inspections, transportation, and brokers.

Any deficiencies will be discussed at the close out meeting and a post inspection letter will be issued, typically within 2 weeks, and your suggested corrective actions should be sent to permit closure of the inspection and grant of your licence.

The MHRA will conduct a GDP inspection of the site before granting a licence or to lift a suspension. The MHRA will also conduct periodic risk-based inspections to monitor ongoing compliance. The Sentinel system at MHRA calculates risks profiles on a monthly basis, so becoming involved with shady characters could land you a short notice or surprise inspection.

What are the Responsibilities of the Licence Holder?

Once issued, a WDA (H) comes with significant responsibilities.
The licence holder must ensure ongoing compliance with GDP standards, including:

• Ensuring sufficient staff, premises, equipment and facilities for the handling, storage and distribution of medicinal products
• Maintaining a comprehensive Quality Management System
• Ensuring that there is an RP, who in the eyes of the Licensing Authority has suitable knowledge and experience of the license that they are proposed for
• Informing the MHRA and where appropriate the MA holder of any product offered that they know, or have reasonable grounds to suspect, to be falsified
• Ensuring continued supply of medicines to pharmacies

• Ensuring that there is a UKMA(GB), UKMA(UK), a COR(GB), a COR(UK) (Certificate of Registration), a THR(GB) or a THR(UK)
• For Northern Ireland ensuring there is a UKMA(NI), UKMA(UK), a COR(NI), a COR(UK), a THR(NI), a THR(UK)
• Keeping accurate records of products received, distributed or brokered
• Maintain an emergency plan/business continuity plan
• Cooperating with MHRA inspectors and supplying documentation when required (Regulation 30 applies)
• Reporting adverse reactions or quality defects
• Notifying MHRA of any changes of senior personnel (Licence Holder or RP), structural changes, or relocations ahead of time – changing RP or site without MHRA inspection and approval could be an instant suspension, but will definitely end up with a trip to the IAG!
